Construction Works in Ljubovija Finalized

Technical acceptance of works on reconstruction of a part of thermal envelope and the heating system  of the building of municipal administration in Ljubovija was performed on 19 July 2018. The value of the overall project amounted to 12,220,147 RSD, out of which a portion of 4,164,965 RSD was financed from funds of the Global Environment Facility through the UNDP Project “Removing Barriers to Promote and Support Energy Management Systems in Municipalities throughout Serbia“, while the amount of 1,999,183 RSD came from the Budget Fund for Energy Efficiency, managed by the Ministry of Mining and Energy. The project encompassed the following energy efficiency measures on the building envelope:

1. Replacement of old windows and doors with new, high thermal quality PVC windows and doors,

2. Placing thermal insulation on external walls along with new façade, and

3. Placing thermal insulation on roof and on ceilings above open passages and floors on the ground, as well as on walls towards non-heated areas.

Besides the works aimed at improving energy efficiency, additional necessary works on the structure and its envelope (sheet-metal, electrical, and others) were also done. 

The reconstruction of the heating system comprised the following measures:

1. Replacement of the old coal-fired boiler with a new wood pellet-fired boiler, with 320 kW in power;

2. Installation of efficient VSD hot water pumps;

3. Installation of thermostatic valves on radiators in indoor heating system, and 

4. Installation of heat measuring devices (calorimeters).

Ljubovija-based company “Integral-neimar” d.o.o. was the contractor.

Previously, the thermal condition of the building was very poor, which was clearly expressed in large consumption of coal and significant emissions of pollutants from flue gasses. The issue was rather emphasized having in mind that the municipal administration building is located at the very centre of the town. Also, due to significant thermal losses through the building envelope, the indoor temperature was mostly lower than the designed temperature, so that in winters it was not possible to attain comfortable conditions for the employees. At the moment, a part of the reconstructed building has energy efficiency grade C.

The municipality of Ljubovija is one of the 13 municipalities selected at the Public Call for financing energy efficiency projects in municipalities, which was published in October 2016 by the Ministry of Mining and Energy of the Republic of Serbia; it is also one of the seven municipalities which proposed to switch from fossil fuel to biomass as an energy efficiency measure. As such, the project was ranked on the 7th position. Funds for project co-financing were provided from the donation of the Global Environment Facility, through the UNDP Project “Removing Barriers to Promote and Support Energy Management Systems in Municipalities throughout Serbia” and through the Budget Fund for Energy Efficiency managed by the Ministry of Mining and Energy.

The municipality of Ljubovija has been very successful in proposing good quality energy efficiency projects for financing; thus, at the Public Call in 2015, it managed to be allocated funds from the Budget Fund for Energy Efficiency for co-financing of energy rehabilitation of the building and replacement of the coal-fired boiler with a new wood pellet-fired boiler at “Poletarac” kindergarten.

The administrative building, which was the subject of the reconstruction, is jointly used by municipal administration and the local branch of the Tax Administration of the Ministry of Finance which, unfortunately, did not take part in the project; thus, the building envelope of this part of the structure remained in the original condition. However, the replacement of the boiler increased energy efficiency of primary energy transformation, i.e. heat production for the whole building.
