ENERGY MANAGEMENT SYSTEM IN SERBIA

Niš – the First City in Serbia to Submit an Integrated Annual Report for 2018

Pursuant to the Law on Efficient Use of Energy, the most important obligation of designated parties of the energy management system and their energy managers is to prepare and submit an annual report on the achievement of energy savings targets, set by the Regulation on setting value limits of annual energy consumption serving as a basis for identifying which business organizations are designated parties of the energy management system, their annual energy savings targets, and the application form for energy consumption. The annual report shall be submitted to the Ministry of Mining and Energy for the previous year, in the prescribed format and by the deadline defined by the Ministry. The Ministry of Mining and Energy has developed special software - SEMIS, where all designated parties of the system can submit their reports. For local self-governments, designated parties of the energy management system, the report shall include an inventory of all buildings and their annual water and energy consumption.

Creating an annual report for local self-governments, especially the larger ones, can be a demanding task that, among other things, involves an inventory of all buildings and their meters and processing of their monthly energy/water bills. To facilitate this task, the Ministry of Mining and Energy, in cooperation with the UNDP, has introduced an Energy Management Information System (EMIS), delegating in this way data entry to users at the level of buildings who will be supervised by energy managers. In 2017, the City of Niš in cooperation with UNDP, organized the training of a large number of EMIS users at the level of buildings which enabled regular recording of energy consumption in all buildings in its competence. In the meantime, the Ministry of Mining and Energy and UNDP have integrated EMIS and SEMIS, allowing the exchange of data between the two databases and automated generation of annual reports for local self-governments. Niš Energy Manager, Branko Andrejević, in cooperation with UNDP, has participated in a testing stage, thus becoming the first energy manager in Serbia to submit an integrated annual report for 2018. Annual report of Niš is complex and extensive as it covers over 293 buildings and 481 substations.

UNDP Serbia would like to thank Branko Andrejević for the cooperation so far and the enormous effort put into testing the SEMIS-EMIS integration process and for the introduction of the energy management system in Niš. Due to its involvement, a large number of users at the level of buildings has begun to use the system for collecting and processing the data on a regular basis. Moreover, various features of the system have been tested on a large sample, eliminated deficiencies and made improvements, which will greatly facilitate the work of other energy managers.
