Public Call for grants presented in Čačak

On Thursday, November 3rd, 2016, the first in the series of presentations of the Public Call for financing energy efficiency projects in local self-governments was organised on the premises of the City Administration of Čačak. In the hall full of representatives of the local self-governments from West and South-West Serbia and their public utility companies the representatives of the United Nations Development Programme (UNDP) and the Ministry of Mining and Energy of the Republic of Serbia, presented UNDP the Project in framework of which the Public Call is being implemented and  the Public Call itself.
Ms. Mirjana Đoković, Assistant Mayor, addressed the audience on behalf of City of Čačak and emphasized the interest of Čačak to be a regional leader in energy efficiency and renewable energy. After the Advisor in the Ministry, Ms Dragana Jović, welcomed the participants and the attendees, Mr Dragan Urošević, coordinator of the Project “Removing Barriers to Promote and Support Energy Management Systems in Municipalities throughout Serbia”, presented the Project he coordinates and then the details of the Public Call. Mr Aleksandar Puljević and Mr Dejan Kocić Advisors in the Ministry of Mining and Energy of the Republic of Serbia which implements the Public Call, joined them in the presentation and in giving answers to the questions of the interested representatives of local self-governments.
The Ministry of Mining and Energy of the Republic of Serbia announced the Public Call with the goal to enhance energy and cost-efficiency of public buildings, which fall within the competence of units of local self-governments. Eligible projects shall have high potential for energy and CO2 savings, and shall include one or more of below listed measures:

  1. Installation of biomass boilers;
  2. Improving the thermal-technical systems in public buildings by means of:
    1. Replacing heating systems or parts of heating systems by more efficient ones,
    2. Replacing and installing more efficient air-conditioning systems,
    3. Installation of heat pumps;
  3. Combining measures:
    1. From item 1) and/or 2) of this section and
    2. Replacing outer windows and doors and/or improving the existing thermal insulation of walls, roofs, ceilings above open passages, walls and floors on the ground, and other walls next to non-heating spaces (the thermal envelope of public buildings);
  4. Installation of solar collectors for heating domestic hot water.


The total funds appropriated for funding the energy efficiency projects under this Public Call include grant totalling 0.5 mil USD provided by the Global Environmental Fund (GEF) through the UNDP Project “Removing Barriers to Promote and Support Energy Management Systems in Municipalities throughout Serbia” and funds from the Budget Fund for Energy Efficiency in the public sector totalling 25.000.000 mil USD, in accordance with the Programme for Funding of Energy Efficiency Activities and Measures for the year 2016 which is implemented by the Ministry of Mining and Energy. The Call will be opened by November 24th 2016.
