ENERGY MANAGEMENT SYSTEM IN SERBIA

Trainings for EMIS Users have been Delivered in 24 Municipalities

In May and June 2018, a number of training courses were delivered to all users of the energy management information system (EMIS) in public buildings in competence of 24 municipalities: Aleksandrovac, Alibunar, Apatin, Bajina Bašta, Bečej, Gornji Milanovac, Ivanjica, Kladovo, Knjaževac, Lebane, Lučani, Petrovac na Mlavi, Priboj, Raška, Savski Venac, Senta, Surdulica, Svilajnac, Šid, Velika Plana, Veliko Gradište, Vladičin Han, Vlasotince, Vrnjačka Banja.

The above listed municipalities are among the group of 29 municipalities which have signed the Memorandum o Cooperation with UNDP after they have been selected under the Public Call for support to local self-government units to introduce the Energy Management System and the use of locally available biomass for energy generation was realised. The trainings for the remaining group of municipalities, as well as for other municipalities that request such support from UNDP will be organized in the fall. 

The scope of Public Call is providing technical assistance for:

1) Preparing the annual report on achieving the energy savings targets for units of LSG as designated organisations of the energy management system according to the „Rulebook on the Format of Annual Reports on Achieving the Energy Savings Targets“ („The Official Gazette of RS”, No. 32/16 of 30.03.2016 which came into effect as of 07.04.2016) for the years 2016 and 2017; 

2) Drafting the energy efficiency programs for units of LSG (hereinafter: the Programme) in accordance with the Law on Efficient use of Energy („The Official Gazette of RS”, No. 25/13) with sub-programmes analysing the available potential and use of biomass for energy purposes in the territories of units of LSG;

3) Training of EMIS end-users in public buildings, in competence of units of LSG, to use and enter data into the EMIS;

4) Elaborating the inventory of boilers in public buildings, in competence of units of LSG;

5) Training on project financing for generation of energy from biomass in agricultural holdings (with special focus on mechanisms defined within the Instruments for Pre-Accession Assistance for Rural Development – IPARD for 2014-2020);

6) Training on energy crops plantations (local potential and specific characteristics for growing such crops, their manner of utilisation, incentives, recommendations to producers and local self-government, etc.).

UNDP covers the costs for consultants to be engaged for drafting of annual reports, drafting of the energy efficiency programmes, training of beneficiaries and mentoring beneficiaries of public buildings controlled by units of LSG to use and enter data to the EMIS, develop the inventory of boiler plants, training on project financing for generation of energy from biomass in agricultural holdings, and training on energy crops.

The trainings were delivered to groups of up to ten trainees. During the training, 290 end-users from primary and secondary schools, kindergartens, municipality administrations, public and utility companies, local communities, cultural institutions in the territory of the above listed municipalities received training in collecting and entering data into the energy management information system (EMIS).

Trainees are persons who are, on behalf of budget users of the city of said municipalities, in charge of collecting and entering data on consumption and costs of energy, energy sources and water in the facilities which they have been assigned for. This is the second training course for this category of system users. 

Since October 2017, 460 EMIS end-users trainings have been delivered in 30 local self-governments (cities and municipalities) and some 540 trainees have been trained to enter data into EMIS.
