This year, the United Nations Economic Commission for Europe (UNECE) Joint Task Force on Energy Efficiency Standards in Buildings published the study entitled “Mapping of Existing Energy Efficiency Standards and Technologies in Buildings in the UNECE Region”. The Study indicated that there is still large potential for improvement, both of standards themselves, and their implementation. In these terms, the UNCE Joint Task Force and Copenhagen Centre on Energy Efficiency organized a three-day training session entitled “High-performance energy efficiency standards in buildings in the UNECE region”. The training, which was supported by the Organization of Black Sea Economic Cooperation, was held in St. Petersburg, in the period between 5 and 7 September 2018. The aim of the training was to assist policy makers and professionals in this area perceive the most recent trends and practices in relation to formulation and implementation of this type of standards.
The training was attended by about 50 representatives from 15 UNECE countries (Albania, Armenia, Azerbaijan, Belarus, Bulgaria, Georgia, Greece, Kyrgyzstan, Republic of Moldova, Romania, Russian Federation, Tajikistan, the Former Yugoslav Republic of Macedonia, and Uzbekistan). UNDP assisted the participation of Serbian delegation which had five members headed by the State Secretary to the Ministry of Energy, Stevica Deđanski, and Assistant Minister of energy, Miloš Banjac. The other members of the delegation were Aleksandar Puljević, Deana Vlasak, and Dušan Ignjatović. Besides the participants from state bodies of the Republic of Serbia, the training was also attended by UNDP representatives Maja Matejić and Dragan Urošević.
The training comprised the theoretic and practical part. Within the theoretic part, the participants received information on the existing and future standards and regulations, barriers for their implementation, implementation of standards for new facilities, programmes of mass energy rehabilitation of the existing public and residential buildings, as well as procedures for technical and financial project preparation. Practical training implied development of calculation models for identification, prioritization of energy efficiency measures, development of investment packages, assessment of their feasibility, and project financing. The training also included presentations of the Institute for Passive Houses, Russian Federation Ministry of Construction and Accommodation, and Copenhagen Centre on Energy Efficiency.
